UNABLE TO INSTALL WEBLOGIC [message #674391]

I am using Windows 10 Pro 64 bit.
I installed Oracle database 11G (no problems).

I am trying to install WebLogic 12.2.1.3.0 and get the following error:
java.lang.ClassNotFoundException: weblogic.Server

My MW_HOME(C:\MW_HOME\wlserver\server\bin\setWLSEnv.sh) and my JAVA home (C:\Program Files\Java\jdk-11.0.1\bin) are set in the Environment variables.

How can I correct this?

I tried the shortcut that you mentioned.
It shows fmw_12.2.1.3.0_wls_generic.jar to install.
When I downloaded fmw_12.2.1.3.0_wls_disk1_1of1 and extracted it shows fmw_12.2.1.3.0_wls.jar.

I guess I downloaded the wrong file. Which file am I supposed to download?
