I have installed Oracle Apex into Database 11.2.0.1.0 successfully.
when I enter link http://localhost:8181/apex/apex_admin on any browser
this is shown login apex page.
But when I enter workspace,userid and password and click on sign in to Administration then it does not redirect to home page
and does not show any error message.
please help me.

You said what doesn't happen - you aren't redirected anywhere further, and there's no error.
But, you never said what DOES happen once you enter workspace + username + password. Screenshot is welcome.
