at the time of database startup

Total System Global Area 135338868 bytes
Fixed Size 453492 bytes
Variable Size 109051904 bytes
Database Buffers 25165824 bytes
Redo Buffers 667648 bytes
Database mounted.
ORA-01157: cannot identify/lock data file 12 - see DBWR tra
ORA-01110: data file 12: 'C:\ORACLE\ORA92\DATABASE\PERPER'

without deleting datafile how can i resolve?

Before anybody describes:From the trace file i got,

ORA-01157: cannot identify/lock data file 12 - see DBWR trace file
ORA-01110: data file 12: 'C:\ORACLE\ORA92\DATABASE\PERPER'
ORA-27086: skgfglk: unable to lock file - already in use
OSD-04002: unable to open file
O/S-Error: (OS 5) Access is denied.
ORA-01157: cannot identify/lock data file 14 - see DBWR trace file
ORA-01110: data file 14: 'C:\ORACLE\ORA92\DATABASE\PER'
ORA-27086: skgfglk: unable to lock file - already in use
OSD-04002: unable to open file
O/S-Error: (OS 5) Access is denied.
ORA-01157: cannot identify/lock data file 15 - see DBWR trace file
ORA-01110: data file 15: 'C:\ORACLE\ORA92\DATABASE\TIME'
ORA-27086: skgfglk: unable to lock file - already in use
OSD-04002: unable to open file
O/S-Error: (OS 5) Access is denied.

Privileges associated to this user on database file system.

It was in the post header before moving it.
It seems we lose this information when we move the topic.
